How do you get to this group's folders?  Is there a link?

To access the group files, go to the group online: https://mtc-tuts.groups.io/g/main/
Scroll down the left side of the screen until you see Files. Click on that folder to open it, and you will see a number of folders. Select the folder you want to see its contents. The shared cutting files are in the folder called 09_Shared MTC Files: https://mtc-tuts.groups.io/g/main/files/09_Shared%20MTC%20Files

Right click on the file of your choice, and select Save Link As or Save Target As to save to your computer.

Are these files usable with Pazzles or other cutting machines or do you have to have the MTC software?

There are many popup card files in SVG format that can be imported into Pazzles. Many of the shared files are available in MTC and SVG format. You may import the SVG files into Pazzles, Cricut Design Space, Sure Cuts A Lot, Scan N Cut, etc. Sure Cuts A Lot (SCAL5) now imports MTC files, if you have that. You can cut directly to your Pazzles Inspiration from Make The Cut trial, which is included in the download. The trial version will cut a slash through the cut design, but if you put a tiny shape in the upper left hand corner of the screen, you can quickly turn off the machine after the design is cut, before the tiny shape in the corner is cut, and it will work. Just a bit stressful! 

The registered version of MTC can be used to open MTC files. Select all (Ctrl+A), then export as SVG (Ctrl+Shift+S). The resulting SVG will work in all software that accepts SVG files, including Pazzles, Cricut Design Space, SCAL, Scan N Cut, etc.
