You are correct. It is an EU ruling. So Americans perhaps may not sell used software but the Europeans on this list may.

Also the mac version of MTC is not a true mac app - it uses wine to mimic a mac app, but it, really still a windows program (but with wine, you don't need windows installed to run it)

Yes and no. The Mac version only cuts to the Zing and other KNK cutters. If you have DE you can save SVGs in MTC and cut them with SSDE.
